Obverse design depicts Benjamin Franklin and a Fireman's hat/helmet with the inscriptions 'BENJAMIN FRANKLIN' and "ORGANIZER OF OUR FIRST FIRE SERVICE IN 1736".

Reverse design is of a fireman rescuing an infant with the inscriptions "TO SERVE AND PROTECT", "FIRE SERVICE BILL OF RIGHTS'", "BY ACT OF CONGRESS" and the "P" mintmark.
