In the first half of the 20th century Treasure authorities attempted to create a line of presidential portraits on circulating coins to replace the traditional use of symbolic figures. Lincoln was placed on the cent in 1909, Washington was placed on the quarter in 1932, Jefferson was placed on the nickel in 1938 and Roosevelt was placed on the dime in 1946. Since four great presidents adorned the nations coinage, the only circulating coin that did not carry a presidential portrait by the mid-forties was the half-dollar. As early as 1933, Mint Director Nellie T. Ross had visualized that Benjamin Franklin, the diplomat and philosopher, should be honored on one of the coins.
